If you want to cut down on expenses, I would choose one city: St. Petersburg OR Moscow. They are both expensive cities, but they each have so much to offer. (However, taking the train between them is an experience in itself.) Whereever you choose to go, you'll have a gorgeous experience. My advice is just try not to shove them both into a short period of time..
