The main tollroads are in and around Santiago - we didn't come across any further north in the Iquique and Antofagasta-area. You do have to pay to go to eg Valparaiso, but is was just a couple of Chilean pesos - we didn't think it was expensive (well, for us Europeans at least, for the Chileans it's probably not very cheap....).
